Sastram says ‘a terrotist in action can be killed instantly; such an act does not incur the karma of killing’. This is applicable for us; especially for kshatriyas.
But the dharma for Perumal is different. He is just doing things as per Perumal’s dharma. (And one of the dharma of Perumal is that He is completely independent and no one can question Him why He does things the way He chooses to do. He can act any way He chooses to any time, as per His will at that instant!)
