Hare Krishna! Aneka koti namaskaram Swami!
Please see if this answers the question. The Jiva is given independence to choose what he wants to be. And the choice ranges from say single cell (living being) to demi god (and though Adiyen is not qualified to speak, it is mentioned in Bhagavad Gita that even lord Brahma is time bound). So Jiva is free to choose any role in this range and go through the experience accordingly.
Rishis knowing this, still play their role knowing its only the lord who is ultimately controlling everyone. In the discourse on ‘Vishnu sahasranamam’, our swami explains one of the guna’s of bhagavan. ‘Utsaagam’ – knowing the cycle still the lord engages in the play with ‘utsaagam’, as if, the lord does not know whats going to happen. A typical example would be ‘Sri Rama avatar’.
A bhagavad gita verse connected to the topic below: Probably the rishis exhibit such a divinely quality to the extent that they can.
Sarvam Krishnaarpanam!
